Gun found at NC school, days after shooting

Two teens were arrested Wednesday after a handgun was found in their possession on the campus of a North Carolina high school where a girl was shot in the neck earlier in the week.

Canaan Maliek Wynder, 19, and Tristen Gibbs, 18, were charged with possession of a firearm on school property after deputies became suspicious of the pair sitting in a car in the Cape Fear High School parking lot.

Wynder, who was a passenger in the car, told police that he was dropping off his girlfriend at the school. Both teens are graduates of Cape Fear High School in Fayetteville, N.C.

Police stressed that no one is in danger at the school and that the campus remains secure.

The arrests come only two days after a 15-year-old girl was shot in the neck and wounded on Monday during an outdoor lunch break, prompting a lockdown of that campus and a nearby middle school.

Two teens were arrested for the shooting after surveillance video showed them with a rifle on campus, officials said on Tuesday.

Investigators were initially perplexed about the source of the bullet because students and a school resource officer at the scene did not report seeing anyone with a gun.

But surveillance video later showed the two suspects inside a school building with a rifle, Cumberland County Sheriff's spokeswoman Debbie Tanna said.

'Wrong place at the wrong time'
Authorities now believe the gun was fired from an indoor hallway in the direction of an outdoor breezeway where the girl was struck, Tanna said. They don't yet know what prompted the shooting but don't believe the girl was the intended target.

"She just happened to be in the wrong place at the wrong time," Tanna said.

The girl was hospitalized with a bullet lodged in her neck and had been in stable condition as of Monday night, Tanna said. Local media later reported she was in critical condition and on a ventilator on Tuesday, citing authorities.

The suspected 15-year-old shooter, whose name was not released, was charged with attempted murder and assault with a deadly weapon with intent to kill. An 18-year-old man, Ta'Von McLaurin, was arrested on a felony aiding and abetting charge.

Tanna said investigators were looking into the possibility the incident was gang-related.

The high school reopened on Tuesday with additional sheriff's deputies on and around campus "to make sure there are no repercussions as a result of the shooting and that this is the end of that particular incident," Tanna said.

Despite the increased security, fewer than half of the school's 1,500 students showed up for class, school officials said.

Dear Darlings With Margarita Bergen | New Orleans Blogs

Darlings,

Another fabulous week has gone in my beloved New Orleans highlighted by another victory by? our Saints.

In a very solemn funeral procession and services, New Orleanians paid their respects and put to rest our beloved spiritual leader Archbishop Philip Hannan. May his blessed soul rest in peace!

I did get a chance to partcipate in a few events including the FestiGal Weekend in which I was cast for the parade as the Grand Diva. Chiquita and I enjoyed strolling thru the French Quarter in a BMW convertible.? I also attended a lovely patron party for The Council on Alcohol and Drug Abuse( CADA)? which? held a special fund raising event for the agency?s substance abuse prevention and early intervention programs.

On Sunday, after the Saints game, I attended briefly the book reading and signing of Randy Fertel?at the Cabildo. ???This week is going to be very special since I will be doing on Tuesday night my ?Toasting with Margarita? at Le Booze of the Royal Sonesta Hotel from 5:30-7 p.m. That evening is also Night Out Against Crime and I am looking forward to attending not one, but two of them in the French Quarter.
But I think the highlight of my week will be the very special Round Table Luncheon at the Royal Sonesta dedicated to the Hispanic Community. As such I am having a wonderful panel of featured speakers and special guests. Chef Peter Page is preparing a very special gourmet menu and the featured entertainment will be Micaela and Fiesta Flamenca. So make your reservation if you want to join me and my special speakers and guests at this very special occasion. More detailed information is below.

Once again this is one of those weeks that I need a clone, especially on Saturday night when there are three events that I do not want to miss: The?New Orleans Opera Association opens its 2011-2012 Season with a semi-staged , one night only Gala performance ?of Puccini?s final masterpiece Turandot at 6 p.m. at the New Orleans Theater at the New Orleans N. Morial Convention Center with a?very special and elegant party afterwards. That evening is also Ogden Museum of Southern Art?s ?O what a Night? honoring my darling friend: artist/photographer George Dureau. Another great event is the annual Casa Argentina?s TANGO CELEBRATION 2011,featuring three couples of dancers under the artistic direction of Carolina Zokalski and Diego Di Falco at 8 p.m. at Freda Lupin Memorial Hall?, NOCCA.. ?I am also looking forward to attending on Sunday the? Creole Queen?s Bubbly Brunch starting at noon with?bottomless bubbles, a terrific New Orleans style buffet? and live music by The Yat Pack, all while cruising the Mississippi. I can not wait!?I will return at 2 p.m. to watch the Saints?game. Would you believe that is also?Carnival Latino weekend at the Mardi Gras World in the East Bank at 1380 Port of New Orleans?

Do not?miss the Secrets Gardens of the French Quarter on Saturday and Sunday from 12 noon to 4 p.m.

GOP senators vote to defeat Obama's jobs bill (AP)

WASHINGTON ? United against Barack Obama, Senate Republicans voted Tuesday night to kill the jobs package the president had spent weeks campaigning for across the country, a stinging loss at the hands of lawmakers opposed to stimulus-style spending and a tax increase on the very wealthy.

The $447 billion plan died on a 50-49 tally that garnered a majority of the 100-member Senate but fell well short of the 60 votes needed to keep the bill alive. The tally had been 51-48, but Senate Majority Leader Harry Reid, D-Nev., switched his vote to "nay" so that he could force a future revote.

The demise of Obama's jobs package was expected, despite his campaign-style efforts to swing the public behind it. The White House and leaders in Congress were already moving on to alternative ways to address the nation's painful 9.1 percent unemployment, including breaking the legislation into smaller, more digestible pieces and approving long-stalled trade bills.

"Tonight's vote is by no means the end of this fight," Obama said in a statement after the vote. "Because with so many Americans out of work and so many families struggling, we can't take `no' for an answer."

The White House appears most confident that it will be able to continue a 2-percentage-point Social Security payroll tax cut through 2012 and to extend emergency unemployment benefits to millions of people ? if only because, in the White House view, Republicans won't want to accept the political harm of letting those provisions expire.

White House officials are also hopeful of ultimately garnering votes for the approval of infrastructure spending and tax credits for businesses that hire unemployed veterans.

"Now it's time for both parties to work together and find common ground on removing government barriers to private-sector job growth," House Speaker John Boehner, R-Ohio, said after the vote.

Democrats Ben Nelson of Nebraska and Jon Tester of Montana ? both up for re-election next year in states where Obama figures to lose ? broke with their party on Tuesday night's vote. Every Republican present opposed the plan.

Earlier in the day, Obama capped his weekslong campaign for the measure in an appearance typical of the effort ? a tough-talking speech in a swing state crucial to his re-election. Like earlier appearances, it seemed aimed more at rallying his core political supporters heading into the election than changing minds on Capitol Hill.

"Any senator who votes no should have to look you in the eye and tell you what exactly they're opposed to," Obama said to a union audience in Pittsburgh. "I think they'll have a hard time explaining why they voted no on this bill ? other than the fact that I proposed it."

Democrats were not wholly united behind the measure. In addition to Nelson and Tester, Sens. Jim Webb, D-Va., Joe Manchin, D-W.Va., and Joe Lieberman, a Connecticut independent who aligns with Democrats, said they oppose the underlying measure despite voting to choke off the filibuster.

Obama's plan would combine Social Security payroll tax cuts for workers and businesses and other tax relief totaling about $270 billion with $175 billion in new spending on roads, school repairs and other infrastructure, as well as unemployment assistance and help to local governments to avoid layoffs of teachers, firefighters and police officers.

Obama said that the plan ? more than half the size of his 2009 economic stimulus measure ? would be an insurance policy against a double-dip recession and that continued economic intervention was essential given slower-than-hoped job growth.

"Right now, our economy needs a jolt," Obama said. "Right now."

Unlike the 2009 legislation, the current plan would be paid for with a 5.6 percent surcharge on income exceeding $1 million. That would be expected to raise about $450 billion over the coming decade.

"Democrats' sole proposal is to keep doing what hasn't worked ? along with a massive tax hike that we know won't create jobs," Senate Minority Leader Mitch McConnell, R-Ky., said Tuesday, saying there are 1.5 million fewer jobs than when Obama's 2009 economic package became law. "Why on earth would you support an approach that we already know won't work?" McConnell said.

The White House and Democratic leaders, however, were pleased that the great majority of Democrats voted for the plan. Support among Democrats was shored up by replacing Obama's tax increases ? particularly a proposal to limit the value of itemized deductions for families making more than $250,000 ? with the surcharge on annual income over $1 million.

That millionaires proposal would hit about 392,000 households, according to an analysis by the Tax Policy Center, a Washington think tank. In 2013, the first year the tax would take effect, those wealthy households would see their taxes increase by an average of $110,500, according to the analysis.

Just before the vote on Obama's jobs plan, the Senate passed legislation aimed at punishing China for keeping its currency undervalued against the dollar. Lower-valued currency helps Chinese exports at the expense, bill supporters say, of American jobs.

Next, both the House and Senate will turn Wednesday to approving trade agreements with Colombia, Panama and South Korea that could create tens of thousands of jobs, one of the few areas of agreement between Republicans and the administration on boosting the economy.

In coming weeks and months, Democrats promise further votes on jobs. But it remains to be seen how much of that effort will involve more campaign-stoked battles with Republicans and how much will include seeking common ground in hopes of passing legislation.

Leaders of the GOP-controlled House have signaled they support tax cuts for small businesses and changes to jobless insurance to allow states to use unemployment funds for on-the-job training. And they've indicated they'll be willing to accept an extension of cuts to the Social Security payroll tax. But stimulus-style spending is a nonstarter with the tea party-infused chamber.

Tuesday's vote played out as disaffected crowds continued to occupy Wall Street, a square in Washington and parts of other cities around the country in protest of income inequality and related issues.

Obama advisers said they were working with Senate Democratic leaders on how and when to break out separate aspects of the overall jobs bill for votes.

Even before Tuesday's defeat, the White House was casting the Senate vote as but the first act in what one Obama adviser called a long-term play ? essentially, an autumn full of action to force Congress to take action on jobs. Senior Obama officials said it was important for the Senate to act to keep pressure on the Republican-led House.

Sen. Tom Coburn, R-Okla., was recuperating from surgery and did not vote.

Panetta: US military can't make up NATO shortfalls

Facing deep budget cuts, the U.S. will no longer be able to make up for the significant shortfalls that have plagued NATO's operations in Libya and Afghanistan, U.S. Defense Secretary Leon Panetta warned Wednesday, exhorting allies to work together or risk losing the ability to take on such missions.

Just three months into the job, Panetta stopped short of the blistering critique delivered by his predecessor, Robert Gates, in June, when Gates questioned the alliance's viability and bluntly warned that it faces a "dim, if not dismal, future."

But Panetta echoed many of the same frustrations.

"There are legitimate questions about whether, if present trends continue, NATO will again be able to sustain the kind of operations we have seen in Libya and Afghanistan without the United States taking on even more of a burden," Panetta told the Brussels-based organization Carnegie Europe.

"It would be a tragic outcome if the alliance shed the very capabilities that allowed it to successfully conduct these operations," he added.

Budget pressure
With the Pentagon facing $450 billion in budget cuts over the next 10 years, allies can't assume that the U.S. will be able to continue covering NATO's shortcomings, Panetta said.

And with other countries facing similar pressures, he said the nations must coordinate cuts and pool their capabilities in order to continue.

"We cannot afford for countries to make decisions about force reductions in a vacuum, leaving neighbors and allies in the dark," Panetta said.

America's alliance with Europe emerged out of necessity in the Cold War era, but it has lost support and many, particularly in the United States, question its purpose.

But while Western nations are no longer faced with the threat of a Soviet invasion, escalating terrorist threats, possible cyberwarfare and rising nuclear worries about Iran have elevated fears and propelled the alliance into new and changing conflicts.

A political awakening rippling across the Middle East has touched off uprisings, including the one in Libya. And while the U.S. took a larger role early on in the conflict to protect Libyan citizens, over time others stepped in.

Now, with ousted Libyan leader Moammar Gadhafi in hiding and the opposition forces banging at the door of one of his strongholds, NATO can finally point to fragile progress in the 6-month-old mission.

France and Britain have now flown a third of the overall sorties and attacked 40 percent of the targets, Panetta said. Smaller nations, such as Denmark, Norway, Belgium, Romania and Bulgaria, have contributed airstrikes and ships for the arms embargo.

Sharing the burden
The battle, however, has reinforced the need to involve non-NATO allies to spread the burden. To face the growing threats, Panetta said, NATO must address some of the problems that have dogged the Libya and Afghanistan military campaigns.

In Libya, he said, there has been a big shortage of intelligence and surveillance capabilities, including drones and experts who can interpret data and translate it into targeting lists.

The U.S. has had to shift drones from other critical regions in order to meet the needs of the Libya mission.

In addition, Panetta pointed to shortages of ammunition and supplies as well as refueling tankers ? all gaps the U.S. had to fill.

And he repeated well-worn complaints that allies have failed to provide needed trainers and money to the war in Afghanistan. While the war is being run under NATO's flag, the U.S. has carried the bulk of the load ? deploying nearly 100,000 troops there during the difficult years of the surge in order to tamp down Taliban violence.

The allies, meanwhile, have struggled to maintain a force of about 40,000.

"We are at a critical moment for our defense partnership," Panetta warned, stressing the need for other nations to share the burden. "While these warnings have been acknowledged, growing fiscal pressures on both sides of the Atlantic have eroded the political will to do something about them."

Looking ahead to the planned NATO summit in Chicago in May, Panetta said the allies must pool their resources and hammer out multinational solutions to face the next generation of threats.

"I am convinced that we do not have to choose between fiscal security and national security," he said. "But achieving that goal will test the very future of leadership throughout NATO."

The area was excavated by Marie-H?l?ne Moncel at the French Institute of Human Paleontology in Paris, and her colleagues. Distinctly Neanderthal flint toolsfound at the site called Payre suggest it was used repeatedly by our extinct relatives between 125,000 and 250,000 years ago.

In addition to bones of deer, horses, cattle, rhinos and elephants, in Hardy's analysis of 182 stone artifacts found there, he also found microscopic residues of fish scales, bird feathers and starchy plants. It remains uncertain what exactly those animals and plants might have been, although edible roots in the area included wild carrots and wild parsnips.

"It's not surprising that they might have been able to exploit these resources, but it's nice to have evidence," Hardy said. "We've been reliant on an incomplete fossil record dominated by large animals, because those survive better over time. When we look more carefully and widely, we find that's not the entire picture."

Hardy and Moncel detailed their findings online Aug. 24 in the journal PLoS ONE.
